TOR Plans Specialist Trauma Facility and Affordable Homes for Tema Workers

The Tema Oil Refinery (TOR) has announced plans under consideration to establish a dedicated Burns and Trauma Centre and develop affordable housing to address healthcare and accommodation needs within Tema’s industrial community.

Managing Director of TOR, Edmond Kombat, revealed the proposals at the Government Accountability Series on October 26, 2026, describing them as part of initiatives being explored to strengthen the refinery’s future and broaden its contribution to the local economy.

Mr Kombat explained that Tema’s extensive industrial activity creates a need for specialised medical services capable of handling serious workplace injuries, particularly burns and trauma-related emergencies.

He observed that workers in the industrial enclave currently lack access to a facility dedicated specifically to treating such cases.

According to him, TOR is considering using some of its available land for the proposed medical centre, with the initiative being examined under the direction of the President and the responsible minister.

The facility, if developed, would provide specialised emergency care for employees of industries operating in Tema, helping address medical needs associated with industrial accidents.

Mr Kombat said the proposed centre forms part of a wider review of projects intended to make productive use of the refinery’s assets while supporting businesses and communities around its operations.

Beyond healthcare, TOR is also exploring the development of affordable residential properties for workers and other residents in the industrial area.

The managing director disclosed that the refinery was engaging the Home Ownership Fund to examine possible arrangements for providing homes at accessible prices.

He said the housing proposal was partly intended to assist employees who commute long distances to work, potentially improving their access to accommodation closer to their workplaces.

The two initiatives reflect TOR’s consideration of projects extending beyond its core refining operations, with a focus on healthcare provision, housing and support for Tema’s industrial workforce.

However, the proposed Burns and Trauma Centre and housing scheme remain under consideration, and further details on their financing, construction and implementation schedules are yet to be announced.
