TOR Operating on ‘1-4-4’ Model Under 24-Hour Economy Policy, Says Managing Director Edmond Kombat
The Tema Oil Refinery (TOR) is currently operating under a “1-4-4” staffing model as part of the government’s 24-Hour Economy policy, according to the refinery’s Managing Director, Edmond Kombat.
Under this arrangement, each job role is covered by four workers spread across four separate shifts, ensuring continuous operations around the clock. The model is designed to keep the refinery running at all hours while creating employment opportunities and maximizing productivity.
Kombat explained that the “1-4-4” approach means that for every single position, four individuals are engaged to cover the work across four shifts. This structure allows TOR to maintain round-the-clock operations without overburdening any single worker, while also expanding the workforce and supporting job creation under the 24-Hour Economy initiative.
The announcement highlights TOR’s alignment with the government’s broader strategy to transform Ghana’s economy by promoting shift-based, continuous operations across key industries. The 24-Hour Economy policy aims to boost production, create jobs, and improve efficiency by ensuring that critical facilities and businesses operate throughout the day and night.
For TOR, the model represents a significant shift in how the refinery manages its human resources. By deploying four workers per role across four shifts, the refinery can maintain consistent output and respond to operational demands at any hour. The approach also provides employment for more Ghanaians, contributing to the policy’s objective of generating jobs and stimulating economic activity.
Kombat’s disclosure offers insight into how state-owned enterprises are adapting to the 24-Hour Economy framework. The refinery’s implementation of the “1-4-4” model demonstrates a practical application of the policy, showing how shift-based staffing can be structured to keep essential operations running continuously.
The announcement is likely to draw attention from industry stakeholders, labor groups, and policymakers interested in the progress of the 24-Hour Economy policy. As TOR continues to operate under this model, its experience may serve as a reference point for other organizations considering similar shift arrangements.
