“In as much as I am surprised and disappointed that the letter does not reflect the true state of my availability to you as my Deputy Chief Executive Officer, I propose that we strengthen our internal consultation and communication arrangements,” she wrote.

Her response follows a letter dated October 22, 2026, in which Mr Aggrey raised concerns about timely access to the CEO for consultations on urgent operational matters.

To address the issue, Ms Houadjeto proposed regular meetings with her deputy to review departmental priorities, operational challenges, ongoing assignments and matters requiring executive direction.

She also called for a clear procedure for escalating urgent issues, better coordination of meeting requests, clearer delegation of responsibilities and stronger engagement among members of the executive management team.

Ms Houadjeto said the measures were intended to improve the Authority’s internal processes and ensure that communication gaps did not hinder the execution of official duties.

She proposed a meeting at the earliest mutually convenient opportunity to agree on practical arrangements for implementing the measures
