NEMA Issues Notice on Ruto’s Planned 7,128-Unit Nairobi Housing Project

The National Environment Management Authority (NEMA) has invited members of the public to submit their views on President William Ruto’s planned affordable housing development in Nairobi, which is expected to deliver 7,128 housing units across five project sites in Lang’ata Constituency.

According to notices published in the Kenya Gazette on October 23, 2026, the State Department for Housing and Urban Development is proposing to construct several multi-storey residential blocks in Mugumo-ini Ward. The houses will include social housing units and affordable apartments designed for people with different income levels.

The proposed development will also feature access roads, water supply and storage systems, shopping stalls, parking spaces and playgrounds for children. These facilities are intended to support residents and improve access to essential services within the housing estates.

However, the project has attracted environmental and legal scrutiny. NEMA is reviewing environmental assessment reports to determine the potential effects of construction on neighbouring communities. Possible concerns include dust, noise, vibrations and increased traffic.

The development has also faced legal challenges. In May 2026, the Environment and Land Court halted construction and quashed the project’s environmental licence over concerns about public participation and compliance with environmental requirements.

NEMA has now invited members of the public to submit oral or written comments within 30 days of the October 23 notices. The authority will consider the feedback as it evaluates the proposed developments.

The assessment reports also highlight the need to identify affected residents, provide agreed support where necessary and protect vulnerable groups before any displacement takes place.

The outcome of the environmental review will be important in determining the next steps for the housing project, which forms part of the government’s wider affordable housing programme. https://www.facebook.com/share/p/19UQsac8At/
