IMF Team Inspects Tema Oil Refinery to Review Rehabilitation and Recovery Efforts
A delegation from the International Monetary Fund (IMF) has visited the Tema Oil Refinery (TOR) to evaluate the rehabilitation works currently underway and to assess efforts aimed at restoring the facility to sustained operational and financial stability.
The visit forms part of the IMF’s broader engagement with Ghana’s energy sector and its review of reforms intended to strengthen state-owned enterprises. During the tour, the delegation was expected to examine the progress of ongoing repair and upgrade projects at the refinery and to consider how these works fit into the facility’s longer-term recovery plan.
The assessment focused on two key objectives: returning the refinery to reliable operations and placing it on a sound financial footing. TOR has faced longstanding challenges, including ageing infrastructure and financial difficulties, which have affected its ability to operate consistently. The rehabilitation programme is intended to address these issues and improve the refinery’s overall performance.
IMF officials were briefed on the scope of the works and the steps being taken to restore the facility’s capacity. The visit also provided an opportunity to discuss the financial measures needed to support sustained operations and to reduce dependence on external support.
The delegation’s inspection underscores the IMF’s interest in how Ghana manages its strategic energy assets and the fiscal implications of keeping them viable. For TOR, the review represents a chance to demonstrate progress and to align its recovery efforts with broader national reforms.
The outcome of the assessment is expected to inform the IMF’s ongoing dialogue with Ghanaian authorities on energy sector stability, operational efficiency and financial sustainability, as the country continues to pursue economic recovery.
