What Exactly Is ‘Affordable’ About Ghana’s Affordable Housing, Awudu Mahama Raises the Question

Awudu Mahama, Managing Editor of the Custodian Newspaper, has posed a pointed question about Ghana’s affordable housing programme: what, precisely, is affordable about it? His query strikes at the heart of a growing debate over whether government-branded housing schemes are genuinely within reach of the ordinary citizens they are meant to serve.

The question gains force from the numbers. The State Housing Company’s Surge Homes at Amrahia start at GH¢950,000 for a two-bedroom unit, a figure that has drawn public criticism and renewed concerns about the gap between housing costs and household incomes. The State Housing Company itself has argued that government must absorb 30 to 40 per cent of development costs—particularly infrastructure such as roads, drainage, and utilities, which can account for up to 40 per cent of a project’s total cost—if homes are to be genuinely affordable for low-income earners.

Beyond current pricing, the track record of past affordable housing initiatives offers little reassurance. The Saglemi project, conceived as a flagship intervention, saw only about 1,500 of a planned 5,000 units built, with completed units left unoccupied for years due to missing water, electricity, and sewage infrastructure. The Koforidua project, launched in 2001 with a 2006 completion target, missed its deadline and stalled repeatedly.

Meanwhile, the Mahama administration has announced a GH¢3 billion revolving fund and plans to price Saglemi units in cedis rather than dollars, with 40 per cent of homes heavily subsidised. These are meaningful commitments. But until actual prices, mortgage terms, and eligibility criteria are published, Mahama’s question remains unanswered—and for many Ghanaians, the label “affordable” still awaits proof.
