R100 Million Bombshell At Madlanga Commission: Behari Claims Ekurhuleni Probe Was Stopped

R100 Million Madlanga Commission Bombshell! Advocate Behari Claims Ekurhuleni Investigation Was Stopped

A dramatic testimony before South Africa’s Madlanga Commission of Inquiry has raised fresh questions about accountability at the City of Ekurhuleni after suspended municipal legal chief Advocate Kemi Behari alleged that an investigation involving more than R100 million in public funding was stopped before it could be fully pursued.

Behari, formerly the city’s Head of Legal and Risk Services, made the allegations during his appearance before the commission on 9 February 2026. His testimony focused on a disciplinary matter involving former chief operations officer Lesiba Mojapelo and the municipality’s Grants-in-Aid funding programme, which was linked to money allocated for events.

According to Behari, he became involved in the matter because of its seriousness and the financial implications for the municipality. He told commissioners that concerns about the handling of the funding warranted further investigation, but the process was allegedly brought to a halt after he raised questions about individuals he believed should be called to account.

The claims have placed municipal governance, the handling of public money and possible interference in internal disciplinary processes under renewed scrutiny.

During his testimony, Behari said he had identified Thembinkosi “TK” Nciza and media personality Sbu “DJ Sbu” Leope as individuals who, in his view, should be questioned about the funding matter.

He told the commission that he raised the issue with his head of department. However, he alleged that he was subsequently informed that the matter had already been settled.

Behari’s account suggested that the decision to discontinue the process prevented further questions from being answered through the internal disciplinary proceedings.

The allegations are serious because municipal grants involve public resources intended to support approved activities and initiatives. Questions about how such funds were allocated, spent and accounted for require scrutiny through appropriate investigative and legal processes.

However, Behari’s testimony represents allegations that must be tested against documentary evidence and the responses of the people concerned. It does not, by itself, establish that any individual unlawfully obtained public money.

The claims attracted public attention because they named two prominent figures with links to South African business and entertainment circles.

Leope, widely known as DJ Sbu, strongly denied the allegations in a public statement reported on 10 February 2026. He described the claims as false, misleading and defamatory, and denied involvement in wrongdoing, misconduct or unethical activity.

His denial is an important part of the public record surrounding the matter. Any conclusions about the allegations must take account of the evidence presented and the responses of those implicated.

Nciza was also named in Behari’s testimony. The allegations against him should likewise not be treated as proof of wrongdoing.

Behari’s testimony forms part of the commission’s broader examination of alleged corruption, political interference and failures of accountability. Although the inquiry has focused substantially on policing and criminal justice issues, his evidence brought municipal governance into sharper focus.
