Government Releases GH¢4.40 Billion For SSNIT And Second-Tier Pensions To Safeguard Worker Retiremen
Finance Minister Dr. Cassiel Ato Forson has announced a government release of over GH¢4.40 billion to clear outstanding obligations owed to the Social Security and National Insurance Trust (SSNIT) and Second-Tier Pension schemes.
Speaking in a report carried by TV3 Ghana on Friday, October 23, 2026, Dr. Ato Forson emphasized that the disbursement is designed to safeguard Ghanaian workers’ retirement benefits and reinforce financial integrity across the national pension system. The substantial payment addresses tier-one and tier-two pension commitments, restoring stability and confidence for public and private sector employees relying on long-term retirement security.
In Ghana’s three-tier pension structure, SSNIT manages basic social security contributions, while second-tier schemes function as privately managed occupational funds designed to provide lump-sum benefits upon retirement. Meeting statutory arrears for both funds ensures that workers’ accrued contributions earn interest and remain protected from administrative delays.
The pension disbursement is part of a broader fiscal intervention. Dr. Ato Forson revealed that the Ministry of Finance has released GH¢24.8 billion to statutory funds since January 2026 to support public institutions, national infrastructure, and social safety nets. The GH¢4.40 billion pension allocation falls within this broader statutory expenditure, representing a dedicated push to fulfill state obligations toward worker welfare.
Labour unions, pension contributors, and financial analysts have welcomed the announcement, noting that prompt statutory transfers prevent fund deficits and guarantee timely payouts to retirees. By prioritizing pension debt clearance alongside key statutory commitments, the government aims to demonstrate responsible public financial management while ensuring long-term fiscal sustainability for Ghana’s workforce.
