Ebola: FG Eyes N236bn Contingency Funds For Emergency Response

The Federal Government may draw on more than N230bn in contingency provisions to tackle the fresh Ebola case in Nigeria and prevent further transmission, THE WHISTLER can authoritatively report.

The development comes as the Senate has called for the urgent release of emergency funds from the Service-Wide Votes to contain the outbreak, warning that waiting for a supplementary budget could delay critical interventions.

The Senate made the demand on Wednesday, October 21, 2026, following a motion sponsored by Francis Faduyile, the senator representing Ondo South.

In its resolution, the Senate urged the Federal Government to source the funds through the Ministries of Finance and Budget to meet immediate needs arising from the outbreak.

An analysis of the 2026 approved budget by THE WHISTLER shows that the contingency provisions under the Service-Wide Votes amount to N236bn.

The provisions comprise N36bn for recurrent expenditure contingencies and another N200bn for capital expenditure contingencies. Both allocations form part of the N12.8tn provided for Service-Wide Votes in the 2026 fiscal year.

Section 83 of Chapter Five of the Nigerian Constitution provides for the establishment of a Contingencies Fund for the Federation and authorises the National Assembly to make laws allowing the President to access the fund to meet urgent and unforeseen expenditure for which no other provision exists.

The availability of the contingency provisions could offer the government a funding option for an immediate response to the Ebola outbreak without waiting for a supplementary budget.

However, it remains unclear whether the N10bn earlier approved by the government for Ebola preparedness has been fully disbursed or effectively utilised.

In June, before the latest confirmed case in Nigeria, President Bola Ahmed Tinubu approved N10bn as an emergency intervention to strengthen the country’s preparedness against Ebola.

The President also approved the establishment of a Presidential Task Force on Ebola Virus Disease Preparedness and Emerging Public Health Threats.

The ₦10bn intervention was intended to strengthen the operational preparedness of the Nigeria Centre for Disease Control and Prevention (NCDC) and support critical national public health emergency response activities.

The Presidential Task Force is chaired by the Chief of Staff to the President, Femi Gbajabiamila, with membership drawn from relevant ministries, departments and agencies, as well as state representatives.

The latest funding debate follows the Federal Government’s confirmation of an Ebola case in the Federal Capital Territory, Abuja, earlier this week.

THE WHISTLER reported on Tuesday that health authorities had identified 44 close contacts of the infected woman as they intensified efforts to prevent further transmission.

The Minister of Health and Social Welfare, Prof. Muhammad Ali Pate, disclosed the development on Tuesday following laboratory confirmation of the case.

According to the minister, the woman recently arrived in Nigeria on an international flight from Uganda and was admitted to a private hospital in the FCT, where she received treatment for several days before the diagnosis was confirmed.

Following the confirmation, the government announced plans to introduce screening at airports and implement other measures to contain the outbreak.

On Thursday, the Minister of Aviation and Aerospace Development, Festus Keyamo, directed the Nigeria Civil Aviation Authority (NCAA) to notify local and international airlines of a proposed 21-day no-fly restriction for 46 people identified as contacts of a suspected or confirmed Ebola case.

Keyamo disclosed this in a statement after a virtual meeting with Pate, during which they discussed measures to contain the outbreak.

According to the aviation minister, the list comprises 44 people who came into contact with the infected individual at a hospital after she developed symptoms, as well as two domestic staff members.
