The Review Clarifies That The Minority’s Estimated GH¢16.42 Million In Financial Exposure—Cudjoe
According to a Post on Franklin Cudjoe official facebook account on Thursday, October 22,2026,Franklin Cudjoe, President of IMANI Centre for Policy and Education, has called for an independent audit of Ghana’s reported GH¢49.72 million expenditure on the evacuation of Ghanaian nationals from South Africa between May and September 2026.
The call follows a revised documentary review prepared for IMANI by Kay Codjoe, which examines the Ministry of Foreign Affairs’ expenditure breakdown, passenger records, procurement documents and allowance payments relating to the evacuation exercise.
In a Facebook post highlighting the analysis, Cudjoe stressed the need to distinguish figures that can be reconciled mathematically from claims that remain unverified, arguing that public accountability requires evidence-based scrutiny of government expenditure.
According to the review, the Ministry’s published expenditure schedule totals GH¢49,721,786. The amount was reportedly financed through GH¢33,721,786 in government funds and a GH¢16 million contribution from Engineers & Planners.
The analysis, however, cautioned that the figures alone do not independently establish whether all the reported expenses were properly incurred or whether procurement and payment procedures were followed.
The review also examined passenger records associated with the evacuation flights. It found that the published flight schedule adds up to 1,964 passengers but noted that the arithmetic does not independently confirm that every listed passenger travelled or that the corresponding payments can be verified.
Another key issue raised in the analysis is the Minority’s estimated GH¢16.42 million in disputed financial exposure.
The review clarified that the figure should not be interpreted as an established amount stolen or lost. It explained that the estimate comprises different assumptions that require further reconciliation and could involve overlapping items.
