BOMBSHELL IN THE SENATE: Ruto’s CS Hit With Strict 9-Day Ultimatum Over Sh1.96 Billion Road Scandal

​A massive scandal is brewing within the Ministry of Roads and Transport as Cabinet Secretary Davis Chirchir faces an aggressive nine-day ultimatum issued by the Senate.

In an unyielding move, lawmakers are demanding immediate answers regarding the suspicious eight-year delay and questionable procurement practices surrounding the Sh1.961 billion Musikoma-Mateka Road project.

​The fierce push for accountability was ignited by Busia Senator Okiya Omtatah, who demanded a full-scale parliamentary probe into the stalled infrastructure works.

In an official letter dispatched by the Clerk of the Senate, Chirchir has been ordered to submit a complete historical chronology of the contract by October 30, 2026.

The Senate is demanding full transparency regarding why the road remains incomplete nearly a decade past its original completion deadline, despite massive funding releases.

​Adding fuel to the fire, lawmakers are raising serious concerns over potential procurement fraud. The Senate wants a complete financial breakdown of all taxpayer funds spent so far, alongside a compelling technical and legal justification for why a new tender—Contract 1066—was recently issued in 2026 to complete the project, despite an active Sh1.961 billion contract already existing.

​Furthermore, the Senate has called for an immediate independent engineering audit to inspect the deteriorating road sections.

Lawmakers are demanding the names of corrupt state officials who certified substandard works as satisfactory, warning that rogue contractors and negligent engineers will face severe consequences as the October 30 deadline looms.
