HomeIndustry InsightsGovernment announces R3/l diesel levy cut in R10 billion fuel price relief… Industry Insights Government announces R3/l diesel levy cut in R10 billion fuel price relief package By Skhumbuzo Masiko 21/10/2026 0 14 Share FacebookXPinterestWhatsApp South African truckers and transport operators are set to receive temporary relief from high diesel costs after Finance Minister Enoch Godongwana announced a R10 billion fuel-levy relief package on Wednesday, 21 October 2026.

The announcement, made during the Medium-Term Budget Policy Statement in Parliament, includes a R3-per-litre reduction in the diesel levy from 4 November to 1 December 2026. The relief will then be reduced to R1.50 per litre until 5 January 2027.

The intervention comes as rising international oil prices, driven by conflict in the Middle East, continue to put pressure on South African households and businesses.

For the road freight industry, where diesel is one of the biggest operating expenses, the temporary reduction could help ease some of the pressure on transport costs.

According to the government announcement, the relief will be implemented in two stages.

The R10 billion package represents temporary support for households and businesses, with the same amount in foregone government revenue.

Godongwana said the funding would come from R10 billion previously transferred to the Central Energy Fund, which will be returned to the National Revenue Fund to cover the cost of the relief.

For truck operators, the reduction could make a difference when filling up, particularly for fleets consuming thousands of litres of diesel over the relief period.

A truck taking on 500 litres would have a theoretical R1,500 benefit from a R3-per-litre reduction, compared with the price that would otherwise have applied without the levy relief.

For a fleet consuming 10,000 litres, the equivalent difference would be R30,000. Actual savings will depend on fuel purchases and the applicable pricing arrangements.

However, the announcement should not be interpreted as a guarantee that the overall pump price will fall by R3 per litre. The final price is also affected by international petroleum prices, the rand exchange rate and other components of South Africa’s fuel-pricing structure.

The announcement follows another difficult month for the transport industry.

As SA Trucker reported in its October fuel shock report, diesel prices increased by R2.84 per litre for 500ppm diesel and R3.24 per litre for 50ppm diesel from 7 October 2026. Petrol prices also increased sharply.

Those increases put further pressure on transport businesses already dealing with rising operating expenses.

The temporary levy reduction offers some relief, but it does not automatically reverse the previous increases or guarantee lower fuel prices throughout November and December.

For now, truckers will be watching how the relief translates into their fuel bills and whether the savings provide meaningful breathing room for an industry heavily dependent on diesel.
