Geoffrey Mosiria’s Pay Revealed: What a Nairobi County Chief Officer Earns

The sacking of Geoffrey Mosiria from Nairobi County’s executive has drawn fresh attention to the pay that comes with one of City Hall’s most visible chief officer positions.

Public estimates put his total monthly compensation at about 470,000 Kenya shillings, a figure above the usual baseline for the role and likely a reflection of his seniority and progress through the pay scale.

The Salaries and Remuneration Commission set the pay framework for county executives in 2013. A chief officer in Job Group S now earns a basic salary of between 133,870 and 197,800 shillings a month, up from the original range of 120,270 to 180,660.

Officers start at the bottom of the scale and move toward the ceiling each year. This basic pay forms the pensionable core of the package.

On top of that, chief officers receive a house allowance of 60,000 shillings and a commuter allowance of 20,000 shillings every month.

Medical cover extends to the officer, a spouse and up to four children under 25. It includes inpatient cover of 3 million shillings, outpatient cover of 200,000, maternity cover of 100,000, and 50,000 each for dental and optical care.

Chief officers work on fixed-term contracts and are entitled to a gratuity worth 31 percent of annual basic pay for every year served. An officer cannot draw both a pension and a gratuity for the same period.

The package also includes group life insurance and personal accident cover worth three times annual pensionable earnings, plus car and mortgage loans at 3 percent interest, with repayment of up to five and twenty years respectively.

Mosiria has never shared his exact payslip. He has only said his earnings are enough for his needs and that he gives 10 percent of his salary to support and rescue street children.

Together, these benefits help explain why the post remains one of the most sought-after in Nairobi’s county administration.
