Meet James Mugoya Isabirye, Ugandan Tycoon Behind Times Tower And NSSF Building

James Mugoya Isabirye is a Ugandan engineer and businessman whose construction company, Mugoya Construction & Engineering Limited, was behind several prominent buildings and infrastructure projects in Kenya.

The tycoon rose to prominence during the reign of former President Daniel arap Moi, when his company secured major government contracts that helped establish its reputation in the construction industry.

Mugoya’s journey reportedly gained momentum after studying at the University of Nairobi, where he is said to have developed a close friendship with one of Moi’s sons. After graduating, he established Mugoya Construction & Engineering Limited and went on to secure contracts for several significant projects.

Among the company’s notable developments were the National Social Security Fund (NSSF) building and Hazina Estate. These projects helped cement Mugoya’s position as an influential contractor during a period when Kenya was investing in major public infrastructure.

In 1992, his company secured a tender to construct Times Tower in Nairobi. The 40-storey building, financed by the Central Bank of Kenya and the government, became one of the capital’s most recognisable landmarks and was the tallest building in Kenya at the time.

Times Tower was designed to accommodate the Central Bank of Kenya’s operations, including functions related to currency management and financial administration. Its distinctive height and architecture made it a significant addition to Nairobi’s skyline.

Mugoya’s construction interests also extended into education and public administration. His company undertook projects associated with Moi High School Kabarak and Kabarak University, institutions linked to the former president’s family and legacy.

Additionally, the company was involved in the construction of the Kisumu Provincial Headquarters, further demonstrating its reach beyond Nairobi.

Through these projects, Mugoya Construction & Engineering Limited became associated with some of Kenya’s prominent institutional developments during the Moi era.

Mugoya’s business story reflects the opportunities available to contractors who secured major public-sector projects during that period. His reported political connections and ability to win significant tenders helped attract attention to his career.

Today, the buildings associated with his company remain part of Kenya’s architectural and institutional landscape, illustrating the lasting impact that major construction projects can have on a country’s development.
