Good News as Jinapor Drops Big Announcement

Energy and Green Transition Minister Dr John Jinapor has reaffirmed the government’s commitment to creating a transparent, predictable and competitive energy industry to attract investment and strengthen Ghana’s position in the global energy market.

Dr Jinapor made the remarks during engagements with established energy companies and prospective investors on the sidelines of African Energy Week, where discussions focused on investment opportunities and the future of Ghana’s energy sector.

According to the minister, the companies welcomed the country’s recent economic progress and acknowledged efforts to make the energy industry more attractive to investors.

In a statement shared on Facebook, Dr Jinapor said the government was working to establish a business environment that promotes investor confidence, encourages long-term partnerships and supports sustainable growth.

He stressed that transparency, consistency and predictability would remain central to the government’s efforts to develop a reliable and competitive energy sector.

Meanwhile, the minister witnessed the signing of a partnership agreement between the Petroleum Hub Development Corporation (PHDC) and Global Sphere for the second phase of Ghana’s Petroleum Hub Project.

The agreement represents another step towards the government’s ambition to establish Ghana as a major energy and petroleum processing centre in West Africa.

The proposed development is expected to support industrial expansion, attract foreign investment, generate employment and improve the country’s energy security.

Planned for implementation over five years, the project includes a refinery with a processing capacity of 300,000 barrels per stream day, two petrochemical plants, storage facilities capable of holding four million cubic metres of products, and a jetty with multiple berths.

Dr Jinapor commended the stakeholders involved in the initiative and pledged to coordinate with relevant government institutions to help move the project from the agreement stage to physical construction.

He said he would engage the Ministers of Finance and Lands and Natural Resources, as well as the Attorney-General, to address the government’s responsibilities and provide the necessary institutional support.

The minister also praised the PHDC, led by Chief Executive Officer Dr Toni Aubynn, for its work in advancing the project, describing institutional cooperation as essential to achieving the government’s objectives for the oil and gas industry.

Dr Aubynn, for his part, welcomed the minister’s continued backing and said the corporation had prioritised implementation of the project in 2026.

He explained that the Petroleum Hub was intended to become a strategic national asset capable of strengthening energy security, creating jobs and reducing Ghana’s vulnerability to external economic disruptions.

He also pointed to geopolitical tensions and their effects on international energy markets as reasons for developing domestic capacity to process and store petroleum products.

Dr Aubynn expressed confidence that the groundwork and partnerships needed for the project were progressing, adding that the focus must now shift towards tangible implementation.

The government’s investor engagements and the latest partnership agreement form part of broader efforts to develop Ghana’s energy infrastructure, expand industrial capacity and position the country as a regional centre for petroleum-related activities.
