FAAN Resumes Revenue Collection As FG Resolves 20-Year MMA2 Dispute

The Federal Airports Authority of Nigeria has finally resumed generating regular commercial revenue from Murtala Muhammed Airport Terminal 2 after resolving a complex, nearly two-decade-long legal and financial dispute with concessionaire Bi-Courtney Aviation Services Limited.

According to a report by Punch Newspaper on Tuesday, October 20, 2026, while formalizing the landmark settlement framework approved by the Federal Executive Council, Aviation Minister Festus Keyamo confirmed that government revenue collection from the terminal has now officially commenced.

The historic compromise successfully resolves long-standing contractual disagreements over the original domestic terminal concession along with related commercial property leases for an adjacent four-star hotel and conference center whose unfinished structures remained abandoned for years.

The original April 2003 agreement, initially set for twelve years before being extended to thirty-six, triggered prolonged court litigation spanning multiple presidential administrations over disputed financial entitlements, concession fees, and control over the General Aviation Terminal.

Under the negotiated resolution terms, the federal government retains full ownership and operational control of the General Aviation Terminal through FAAN, while granting Bi-Courtney permission to expand its terminal apron and handle regional African flights.

Both contracting parties agreed to execute mutual waivers of historical financial claims and accumulated concession fee debts, thereby establishing a fresh legal framework that restores regular ongoing concession payments and preserves total regulatory government oversight.

Group Chairman Dr. Wale Babalakin commended the government’s intervention, noting that the negotiated settlement would eliminate long-standing eyesores around the airport facilities, unlock critical capital investments, and immediately generate numerous high-paying quality jobs across Nigeria.
