Trump’s latest moves back Russia, buck Congress and U.S. allies

WASHINGTON — Within the past two weeks, President Donald Trump took a slew of actions that favor Russia and disadvantage Ukraine, raising alarm among some of America’s allies and lawmakers that his latest bid to broker peace between the two will benefit a longtime U.S. adversary.
