Report: Why Arsenal Summer Signing Cannot Face Bayern Munich as Little-Known Rule Explained

According to a report by Evening Standard on Monday October 19, 2026, Arsenal youngster James Scanlon will be unable to feature against Bayern Munich in the Champions League because of UEFA’s player registration rules, despite making a positive impression since joining the club.

The 20-year-old winger joined Arsenal from Manchester United on a free transfer during the summer, with a significant sell-on clause reportedly included in the deal.

Scanlon has impressed with the club’s Under-21 side, scoring three goals in four Premier League 2 appearances. His performances have also earned him opportunities to train with Mikel Arteta’s first team.

However, his progress has not been enough to make him eligible for Arsenal’s Champions League fixtures.

According to the report, Scanlon was not included on the club’s 22-player A List squad for the league phase. Although Arsenal can register eligible young players through the B List, the winger does not meet the requirements because he has not spent enough time at the club.

UEFA regulations generally require players registered through the B List to have spent at least two uninterrupted years at their club since turning 15, or to satisfy an alternative three-year eligibility condition.

Since Scanlon only arrived at Arsenal in the summer, he cannot currently benefit from that provision.

The restriction is an administrative issue rather than a reflection of his ability or performances. Other young Arsenal players, including Maalik Hashi and Ceadach O’Neil, have reportedly been included through the B List.

Scanlon may have to wait for opportunities in domestic competitions while continuing to develop under Arteta’s supervision.

The report also states that Arsenal could register him for the Champions League knockout stages in February, when clubs are permitted to make limited changes to their A Lists, subject to UEFA’s regulations.

For now, Scanlon will hope to continue impressing at youth level and earn an opportunity to make his senior debut for Arsenal.
