A Moxee man is expected to be arraigned Tuesday on charges he seriously injured his infant daughter and exposed her to drugs.
Yakima County prosecutors filed first-degree child assault and endangerment with a controlled substance charges Thursday against Brandon Leigh Brisco, 43. Brisco’s charges carry a domestic violence designation, which can allow a judge in some cases to impose a sentence beyond the state-mandated sentencing range.
Brisco was convicted of failing to register as a sex offender on Sept. 30, sentenced to the 53 days he had already served in the Yakima County jail. He was required to register after being convicted of third-degree rape in Oregon’s Douglas County. He was also convicted of failing to register as a sex offender in Klickitat County Superior Court, and has warrants for his arrest in Idaho on methamphetamine possession, in Spokane for possessing a dangerous weapon and escape from community custody.
Prosecutors say Brisco broke the 1-month-old girl’s ribs and exposed her to drugs he and others were using.
Brisco was arrested after a social worker at MultiCare Mary Bridge Children’s Hospital in Tacoma reported the infant was possibly abused. The social worker told police the baby had multiple broken ribs and tested positive for drugs.
Yakima Memorial staff said Brisco brought the baby to the hospital Oct. 9. A staffer said Brisco was not forthcoming about what happened, was nodding off, kept going to his vehicle and coming back, and smelled of methamphetamine, the affidavit said.
Moxee police were called to the child’s home for a welfare check on Sept. 17, less than two weeks after she was born. The child’s mother was told to leave the property by the police, according to the affidavit. Police contacted state Child Protective Services.
After the girl was taken to the hospital in Tacoma, police contacted protective services to have the girl placed in protective custody, the affidavit said.
Police and sheriff’s deputies took Brisco into custody on an outstanding warrant for felony failure to register as a sex offender.
Hospital staff told police the girl had 11 broken ribs, bruises on her head and other injuries, the affidavit said. She also tested positive for methamphetamine and cannabis.
Brisco is being held in lieu of $50,000 bail.
