(WCYB) — A father and grandmother charged following the death of a 3-year-old in a Bristol, Virginia, tractor crash will have their cases presented to a grand jury.

A judge certified felony murder and felony child neglect charges against Austin Tester and Kelly Tester.

Police said Austin Tester was driving the tractor with the child on his lap when it overturned. Kelly Tester is accused of helping him avoid law enforcement.
