Huge War Erupts at Uganda’s Department Of Prime Minister to destroy Nkeramihigo

President Museveni of Uganda must quickly intervene to stop total destruction at prime minister’s office in Kampala, sources have revealed. Staff have been divided into camps one headed by permanent secretary Alex Kakooza who is also the accounting officer, and another camp headed by Julius Victor Nkeramihigo who is the permanent secretary in charge of government coordination.

Nkeramihigo is frustrated and staff taken to be loyal to him are being transferred, marginalized. He was recently forced out of the main building to go and operate from Bauman house opposite parliament. His facilitation, imprest is being frustrated by Francis Katende the commissioner internal audit who belongs to the rival amp.

Katende is alleged to use his office to frustrate funding of proposals coming from departmental heads loyal to Nkeramihigo. He replaced Wy Mugume who refused to be dragged in rival wars. Katende came from the ministry of gender and is very powerful at prime minister department now.

A new team of staff from ministry of education has been brought to prime minister office to weaken Nkeramihigo camp. These are the following-James James heading human resource, Yerusa Nyangoma who heads procurement and will be handling deals concerning DR DIP and NUSAF4 projects, Ernest Acolyte the senior human resource officer and Jane Nantale the under secretary in charge of refugee and disaster department. Plus James Sanya the head of human resource at office of prime minister.

Patricia Lakidi a big supporter of Nkeramihigo has also been transferred from the post of under secretary finance and administration and replaced by principle administrative secretary Margaret Mutesi who is acting. Some of the senior staff loyal to Nkeramihigo don’t get invited for senior technical committee meeting of Monday, which the other permanent secretary chairs.

Audit queries have been used as a weapon to undermine staff loyal to Nkeramihigo. Another Nkeramihigo hater Jane Nantale has been made very powerful to approve payments and all procurements.

Sources say that problems started when Nkeramihigo, who was recruited after the workload became too much for the other permanent secretary, wrote his assessment which exposed many preexisting systemic weaknesses in the operations of the office. Staff have also been sidelined from the contracts committee because they are suspected to be in the camp of Nkeramihigo
