PIAC calls for District Assemblies’ involvement in petroleum-funded projects
The Public Interest and Accountability Committee (PIAC) has urged the government to involve District and Municipal Assemblies in the selection and implementation of projects funded by petroleum revenues to strengthen supervision, transparency and accountability.
The call was made during a town hall meeting organised by PIAC in the Adentan Municipality on October 13, 2026, to provide a platform for public discussion on its 2025 Annual Report on the management and use of petroleum revenues in Ghana.
PIAC Chairman, Mr. Richard Ellimah, said many District and Municipal Assemblies were unaware of projects funded through petroleum revenues within their jurisdictions, making effective monitoring and supervision difficult.
“It is prudent for the government to engage the Assemblies in project selection to ensure the easy identification of projects funded by petroleum revenues,” he said.
According to him, the practice of selecting projects at the central government level and subsequently passing them on to the Assemblies was not helping to ensure effective local oversight.
He therefore called for a participatory approach that would involve the Assemblies in project selection and contract processes to ensure timely project delivery.
During his presentation, Mr. Ellimah outlined several Annual Budget Funding Amount (ABFA) projects being undertaken in the Adentan Municipality.
The projects include the rehabilitation of roads in the Komando area at a cost of GH¢6,924,450.39 and the upgrading of Islamic University link roads at GH¢9,885,347.80.
Others are the upgrading of the Maame Dokuno Road at a cost of GH¢1,878,816.80, as well as potholes patching, sectional repairs, sealing and grading of major arterial roads, costing GH¢691,431.51.
The town hall meeting brought together officials of the Adentan Municipal Assembly, traditional leaders, security personnel, opinion leaders and civil society and government representatives to discuss the management and utilisation of Ghana’s petroleum revenues.
