Gurpreet Singh Dhillon Takes Legal Action Against Brampton After Complainant Withdraws Allegations

Former Brampton Regional Councillor Gurpreet Singh Dhillon has initiated legal proceedings against the City of Brampton over its continued publication of a 2020 Integrity Commissioner report, despite the complainant having withdrawn her allegations in September 2023.

According to a statement issued by Dhillon’s office, he filed a Notice of Action in the Ontario Superior Court of Justice on September 29, 2026, seeking removal of the report and a public acknowledgement that the allegations underlying it had been withdrawn.

The legal action follows an investigation published on October 5, which, according to the statement, independently verified the authenticity of the complainant’s September 2023 withdrawal letter through her former legal counsel.

The statement said the complainant had acknowledged in her withdrawal letter that her allegations were false, apologised for the harm caused to Dhillon and formally withdrew her accusations.

The letter reportedly also referred to misinformation and coercion that the complainant said had influenced her original allegations.

The statement further claimed that documents obtained during the investigation indicated Brampton officials had been informed of the withdrawal in 2023, while the Integrity Commissioner was aware of the development by 2024.

Despite this, the 2020 report has remained publicly accessible, including during the ongoing municipal election period.

In his legal proceedings, Dhillon is seeking a permanent injunction directing the City of Brampton to remove the Integrity Commissioner report and related materials from its websites and archives.

He has also sought a public acknowledgement of the complainant’s withdrawal.

The filing seeks $1 in general damages, an additional $50,000 in damages, and legal costs.

Dhillon has maintained that his objective is institutional accountability rather than personal financial gain.

He has previously pledged to reinvest any amount remaining from a damages award after legal expenses into the Brampton community.

The statement acknowledged that the original Integrity Commissioner findings were largely upheld during a judicial review in 2021.

However, Dhillon’s latest legal action centres on the subsequent withdrawal of the allegations and the City’s obligations concerning the continued publication of the report.

The withdrawal letter does not, by itself, overturn the earlier judicial findings.

The claims raised in Dhillon’s latest proceedings have not yet been determined by the court.

The dispute has acquired added significance as Brampton prepares for municipal elections scheduled for October 26, 2026.

Dhillon is contesting as a candidate for Regional Councillor from Wards 9 and 10.

His office has questioned why the report continues to remain publicly available despite the subsequent withdrawal of the allegations.

Dhillon is seeking a judicial resolution and an accurate public record reflecting developments since the original investigation.

The City of Brampton’s response to the latest legal proceedings was not included in the statement.
