Election Management: Haruna Iddrisu Justifies Deputy EC Chairman Appointment

In response to the public discussion surrounding the presidential appointment of Fred Agbenyo as Deputy Chairperson of the Electoral Commission (EC), Education Minister and former Minority Leader Haruna Iddrisu has stated that the appointment fully complies with Article 70 of the 1992 Constitution. In parliamentary disclosures published by GhanaWeb and Adomonline on Wednesday, October 14, 2026, Iddrisu stressed that a citizen’s membership in a political party does not exclude them from serving on state commissions under the constitution.

Iddrisu stated at a formal parliamentary briefing that the President uses his executive appointment authority after consulting the Council of State as required by law. Drawing comparisons to historic appointments across various constitutional organs under previous administrations, he said that constitutional provisions emphasize professional competence, integrity, and obedience to oaths of office rather than past political participation.

The Minister asked civil society organizations and political pundits to assess state appointees on the basis of their impartiality and institutional performance when carrying out their statutory responsibilities. In anticipation of future local and national elections, he reaffirmed that the Electoral Commission is subject to stringent constitutional checks and balances.

Legal experts and governance analysts have pointed out that upholding the public’s trust in election administration organizations necessitates both ongoing institutional neutrality and legislative compliance, underscoring the need of open administrative procedures in all state commissions.
