Listen to this article Share Botswana has been selected to host the Southern African component of the planned initial public offering of Dangote Petroleum Refinery, as the Nigerian company seeks to widen African investor participation in a share sale expected to value the business at $50 billion.
The move would give Botswana a central role in connecting investors across Southern African markets to the proposed offering, which could open a new route for cross-border investment in one of the continent’s largest industrial projects.
Collen Tapfumaneyi, chairman of the Southern African Development Community (SADC) Committee of Stock Exchanges, confirmed Botswana’s selection, according to Bloomberg. The committee comprises 14 members and coordinates cooperation among stock exchanges across the region.
The refinery’s promoters are extending the IPO timeline by two weeks as they work to establish structures that would allow investors across different African markets to participate. The regional engagements include Botswana, followed by Ethiopia and Egypt, as the company seeks to build support for the offering across the continent.
The proposed listing comes as African capital markets continue to face challenges in connecting investors across national borders. Differences in market infrastructure, regulations and trading arrangements have limited the ability of investors in one country to buy and trade securities listed in another.
By hosting the Southern African component, Botswana could help make the refinery’s shares more accessible to investors in the region while raising the profile of its domestic stock market. The arrangement would also test the ability of African exchanges to coordinate a transaction involving investors across several jurisdictions.
For Dangote Petroleum Refinery, the planned IPO would provide a route to attract capital from African investors and broaden ownership of the business beyond its existing shareholders. A proposed valuation of $50 billion would make the offering a major test of investor appetite for large African industrial assets.
However, the scale of the proposed transaction does not guarantee widespread participation. Its success will depend on the final terms of the offering, the arrangements for investors in different markets and the appetite for refinery shares at the proposed valuation.
If completed across multiple African markets, the transaction could provide a practical test of regional capital market integration, demonstrating whether stock exchanges can work together to channel investment across borders rather than operate largely as separate national markets.
