PTI says governor’s rule an attack on public mandate

ISLAMABAD  –  The parliamentary party of the Pakistan Tehreek-e-Insaf (PTI) on Sunday categorically rejected the federal government’s decision to impose an emergency and governor’s rule in Khyber Pakhtunkhwa, calling it a direct attack on the public mandate. At a three-hour-long meeting, the parliamentary party termed the move “contrary to the facts, unconstitutional, undemocratic, and a blatant affront to the public mandate of the province”. The meeting made it clear that attempts to undermine the elected provincial government and strip it of its constitutional powers could pose serious threats to the federal system and democratic traditions, according to a statement issued by the PTI’s media department.

“Such decisions would increase political instability and public unrest in the province, while further intensifying the existing tensions between the federation and the province,” it said. The meeting stressed that political differences should be resolved through constitutional and democratic procedures and mutual consultation, rather than through the use of force and coercion. The PTI lawmakers also conducted a comparative review of the law-and-order situation in Balochistan and Khyber Pakhtunkhwa, raising serious questions about the federal government’s conduct. The meeting maintained that if terrorism and the deteriorating law-and-order situation were the primary justifications for imposing an emergency, then why is the situation in Balochistan being ignored? According to the party, the challenges posed by terrorism, unrest and threats to the writ of the state in Balochistan are far more severe than those in KP. Referring to the alleged extraordinary security restrictions on the movement of Balochistan’s chief minister, the meeting questioned why the same constitutional standards were not being applied equally across all provinces.

The parliamentary party alleged that the real purpose of imposing an emergency and governor’s rule was not to improve law and order, but to subject PTI’s elected provincial government to political victimization and undermine its public mandate. The meeting described this approach as a troubling example of the alleged political use of constitutional and administrative powers by the federal government. The meeting unequivocally condemned terrorism in all its forms and manifestations, making it clear that PTI remained committed to completely eradicating terrorism and establishing lasting peace. However, it emphasized that the anti-terrorism strategy must give fundamental importance to the resolution adopted by the KP Assembly, the unanimous recommendations of the peace jirga, consultation with public representatives, and the confidence of local communities. It stressed that public cooperation and political consensus were essential for effective measures against terrorism, and that law-and-order challenges could not be used as a justification for stripping the elected provincial government of its powers. The parliamentary party made it clear that Sohail Afridi was elected chief minister of Khyber Pakhtunkhwa and a member of the provincial assembly. It strongly condemned any measures to arrest him, take him into custody, or deprive him of his constitutional and democratic powers. The meeting described such actions as an insult to the public mandate and a dangerous precedent for democratic traditions.

The meeting strongly condemned reports concerning the arrest of Junaid Akbar Khan, PTI Khyber Pakhtunkhwa’s provincial president and a member of the National Assembly and demanded his immediate release. The parliamentary party also expressed deep concern over reports of the arrests and harassment of other elected representatives, political leaders, party office-bearers and workers. It called for the immediate cessation of all alleged illegal arrests and acts of political victimization. The meeting alleged that, under the federal government’s instructions and political pressure, unjustified arrests of PTI leaders and workers, orders issued under the preventive detention law and the political misuse of administrative powers had taken place in the province. The meeting demanded a transparent and impartial investigation into these actions, a legal review of the detention orders, and action in accordance with the law against anyone found responsible for unlawful conduct.
