Meet Dr Joseph Asamoah: The Man With 17 Years’ Experience Appointed EC Deputy Chairperson

A law lecturer at the Kwame Nkrumah University of Science and Technology (KNUST), Dr Joseph Kwaku Asamoah, has been appointed Deputy Chairperson of Ghana’s Electoral Commission (EC), bringing extensive experience in electoral administration, legal practice, finance and academia to the position.

Dr Asamoah has more than 17 years of professional experience across public service, legal practice, higher education and electoral governance.

He previously served in several senior roles at the Electoral Commission, including Director of Finance, Director of the Training Centre and Head of Audit.

His appointment follows recent changes in the Commission’s senior leadership, which left vacancies in two deputy chairperson positions.

Dr Bossman Asare, who was responsible for Corporate Affairs, resigned effective July 31, 2026, to return to academia at the University of Ghana.

Samuel Tettey, who oversaw Operations, also left the position after reaching the mandatory retirement age.

The government announced the developments in June 2026.

Dr Asamoah’s background in electoral management is expected to support the Commission’s responsibilities in administering elections and strengthening public confidence in Ghana’s democratic institutions.

During his previous service at the EC, he contributed to the organisation of the 2012 and 2016 general elections, the 2010 and 2015 district-level elections, and the 2019 referendum that led to the creation of six new regions.

His responsibilities covered electoral administration, budget management, financial controls and the development of training programmes for election officials.

He also served as an instructor for the Association of African Election Administrators, supporting efforts to improve electoral management expertise across the continent.

One of his notable contributions came during the 2016 general elections, when the Electronic Results Transmission System reportedly experienced a breakdown.

Dr Asamoah developed an Election Results Management System to replace it, and the system was subsequently used in declaring the presidential election results.

His professional profile credits the system with improving efficiency and transparency in the results management process.

Beyond his electoral experience, Dr Asamoah has qualifications in law, accounting and economics.

He is a practising barrister and solicitor at Asante-Krobea & Associates, also known as AKA Legal, where he handles civil and criminal litigation, corporate advisory services, legal drafting and alternative dispute resolution.

His expertise in accounting and finance has also informed his work in public financial management, strategic planning and financial analysis.

He belongs to the Ghana Bar Association, the Institute of Chartered Accountants, Ghana, and the Institute of Certified Economists, Ghana.

In academia, Dr Asamoah lectures in law at KNUST and Wisconsin International University College. He also serves as an adjunct lecturer at the Kofi Annan International Peacekeeping Training Centre (KAIPTC), where he has contributed to professional training in electoral governance and security.

At KAIPTC, he served as the sole course consultant responsible for developing a Master of Arts programme in Electoral Policy and Security.

He also facilitates the ECOWAS Election Observation Mission Course, which prepares participants to monitor elections in accordance with international standards and established best practices.

His electoral capacity-building work extends beyond Ghana, with consultancy and training engagements involving institutions in Nigeria and other African countries.

Dr Asamoah holds a PhD in Political Economy and Diplomacy, with doctoral research examining electoral administration and conflict resolution in Africa through a comparative study of Ghana and Kenya.

His other qualifications include a Master of Laws in Commercial and Corporate Law from the United Kingdom, a postgraduate diploma in International Business Law, a master’s degree in Accounting and Finance, a Bachelor of Laws and a first-class Bachelor of Science degree in Accounting.

He also holds a postgraduate diploma in Business Administration from the Institute of Commercial Management in the United Kingdom and is pursuing another PhD at the University of Ghana’s Faculty of Law.
