Ing. Wisdom Gomashie has escalated public accountability in the extractives sector by demanding transparent answers regarding the sudden collapse of a landmark US$1 billion agreement.

The investigative call to action exposes the unceremonious termination of a high-profile partnership aimed at transforming the country’s mineral landscape, leaving key questions unanswered regarding state exposure.

“The Memorandum of Understanding entered into between the GoldBod and Goldstream Global DMCC has been terminated. The termination followed the company’s failure to perform its obligations under the MoU.”

Building on the unfolding transparency crisis, Wisdom Gomashie’s demand centers on the secretive dissolution of the framework established between the state-backed mineral body and an international partner.

What began as a celebrated venture to modernize local operations has dissolved into a quiet administrative cancellation, uncovered only through formal statutory inquiries rather than proactive institutional disclosure.

The origins of the dissolved arrangement date back to August 22, 2025, when Sammy Gyamfi Esq. signed the US$1 billion Memorandum of Understanding between Gold Board and Goldstream Global DMCC on behalf of Ghana to develop model mines in the country.

Just weeks later, on September 9, 2025, the CEO of GoldBod officially announced the initiative at the Minerals and Mining Convention held at the Kempinski Hotel in Accra.

The announcement received considerable applause, particularly in relation to the proposed development of 300 small-scale and model mines designed to sanitize and streamline the artisanal sub-sector.

The rationale behind seeking international capitalization and structured partnerships for small-scale mining has long been rooted in the structural deficiencies plaguing the sector.

Historically, artisanal and small-scale mining in West Africa has suffered from severe technological deficits, environmental degradation, unsafe working conditions, and illicit financial flows.

Modernizing these operations through designated model mines was envisioned as a vital economic intervention to formalize informal operators, introduce sustainable mercury-free extraction methods, and enhance traceability within the gold supply chain.

By channeling foreign direct investment into structured local mining frameworks, the state sought to curb illegal mining locally known as galamsey while maximizing retained value and ensuring strict environmental compliance across mining communities.

Despite the initial optimism surrounding the venture, information circulating informally raised questions about the commercial dealings between the two parties.

In response to growing uncertainty, an RTI request filed on August 11, 2026, probed the operational status of the initiative.

The resulting official response, received in September 2026, confirmed that “the MoU should not be treated as an ongoing commercial arrangement or as creating a current financial or operational obligation on the part of the GoldBod.”

This disclosure has triggered intense scrutiny over the extent of the state’s exposure during the partnership’s active lifecycle.

Critical inquiries now focus on whether GoldBod or any other public institution incurred costs, provided financial guarantees, released mineralised areas, or shared sensitive geological data in anticipation of the project.

Furthermore, transparency advocates are questioning the specific obligations that Goldstream Global DMCC failed to fulfil, as well as the depth of the initial due diligence undertaken before executing the agreement.

Analysts are probing whether the framework was structured to secure preferential gold offtake opportunities for Goldstream Global DMCC, and what commercial safeguards were embedded to protect national interests against foreign overreach.

The lack of voluntary disclosure regarding the termination has drawn sharp criticism from media observers and governance watchdogs.

The central grievance highlights why it required a formal statutory information request to bring the cancellation of a billion-dollar national project to light.

Questions regarding the procedural mechanics of the exit also remain unaddressed, particularly whether financial liabilities, compensation claims, or legal remedies were considered by the state’s legal advisors.

In light of these lingering governance gaps, accountability advocates have issued a definitive two-fold ultimatum.

The demands call for a comprehensive report from GoldBod explaining the full circumstances surrounding the default, the specifics of the partner’s non-performance, and the long-term implications for the national economy.

Additionally, the campaign insists on the immediate public disclosure of the complete MoU, along with all related agreements, termination notices, and relevant administrative records, to ensure thorough independent public scrutiny.
