Africa: The greatest show on earth

This piece is inspired by a sad reality I was confronted with today on my return home to Accra from one of our major African cities and the sad realization that in Africa there are institutions that look like institutions but do not function like institutions. There are laws that exist but are not enforced, systems that have been installed but do not work, and procedures that must be followed even when everyone knows they achieve nothing.
