Mamdani says he tried to negotiate release of wounded ‘criminal migrant’ shot by federal agent as he slams ICE as ‘rotten to the core’

New York City Mayor Zohran Mamdani furiously called for Immigration and Customs Enforcement (ICE) to be abolished, blasting the federal agency as “rotten to its core” — after agents shot a criminal illegal migrant and alleged gangbanger in the Bronx Thursday.

Mamdani said he even tried to negotiate the release of the criminal — who has already been arrested twice in the city — with President Trump.

“Around 4 p.m. this afternoon, a New Yorker was shot by ICE agents in Marble Hill,” a frenzied Mamdani told reporters at the late-night press conference near the scene of a rowdy anti-ICE protest in the borough.

“For the past two hours, I’ve been on the phone with President Trump and [DHS] Secretary Mullin negotiating the release of the man ICE agents shot. Those negotiations were unsuccessful,” Hizzoner said.

The migrant, identified by the NYPD as Oscar Belgal, 28, was shot in the neck and hospitalized before he was taken from NewYork-Presbyterian Allen Hospital by unmarked ICE vehicles, according to the mayor.

Mamdani — who spoke over protesters’ chants labeling him “complicit” — called ICE “rotten to its core” and demanded that the agency “must be abolished” in the fiery speech.

“What does Trump have to say about all of this?” he demanded.

“Now I made clear to the president, to the secretary, our request [is] that ICE agents leave the scene entirely — as well as the demand that ICE stop its enforcement actions in New York City.”

The Department of Homeland Security said ICE had been attempting to arrest Belgal, of the Dominican Republic, who they claimed has ties to the Trinitarios gang when the shooting occurred.

The bloodthirsty Dominican gang was founded on Rikers Island in the early 1990s and has been wreaking havoc on Big Apple streets since.

In July, nearly a dozen members Trinitarios members were indicted for five murders — including the killing of a Big Apple influencer who starred in a Tekashi 6ix9ine music video, the feds announced.

The violent crew was also suspected to be behind the death of Jacob Freytes, the 12-year-old son of a retired NYPD sergeant who was killed by a stray bullet during a gang-related street fight.

The NYPD confirmed to The Post that Belgal has two prior arrests in the city — one for robbery in 2023, in which he pleaded guilty to fourth-degree grand larceny and received five years’ probation, and one for criminal sale of a controlled substance in 2025, which is still pending.

Still, Mamdani insisted ICE was undermining public safety.

“We know, and I have said this directly, whether to the president or to the public, ICE undermines public safety. It makes us less safe,” the mayor said.

Police Commissioner Jessica Tisch confirmed that seven rounds were fired by at least one ICE agent and made it clear that the “NYPD had no involvement in the federal operation prior to the shooting.”

Tisch said NYPD Argus cameras captured Belgal in the driver’s seat of a gray Honda CRV that was backing into a parking spot when a plain-clothes federal officer approached the driver’s side window with his gun drawn.

Another plain-clothes agent approached the driver’s side headlight when the vehicle began to move forward, out of the camera’s view, the commissioner added.

NYPD cameras didn’t capture the shooting, but Tisch said Belgal was struck in the neck, below his left ear.

A 5-year-old child, believed by police to be Belgal’s son, was inside the Honda CRV at the time of the shooting and was unharmed, Tisch said. 

“There is no explanation for federal officers firing this many rounds into a car that has a 5-year-old in the car,” Mamdani said.

NYPD officers responding to a nearby call rushed to the scene for several reports of a shooting, the police commissioner said.

“When [officers] arrived, they encountered several men in various forms of attire, including some in construction-style vests, face masks, and at least one carrying a long gun,” Tisch said, adding, “officers also encountered the injured individual handcuffed and seated on the ground.”

Belgal was placed into an NYPD vehicle and was administered aid by officers before he was transported to NewYork Presbyterian Allen Hospital, where he arrived in stable condition, according to Tisch.

However, moments before the press conference kicked off around 11:20 p.m., “ICE put the man in an unmarked vehicle and whisked him away,” Hizzoner said.

“Let me say this plainly, what happened today was an outrage,” Mamdani fumed.

“Today’s shooting is only further devastating confirmation of what we have long known, which is that ICE operates with impunity, that they sow chaos and terror across our country, that they have killed far more of our neighbors than they could ever have claimed to save,” the mayor said.
