Manchester City Face £1 Billion Settlement Proposal as Premier League Punishment Debate Intensifies

According to a report by Manchester Evening News on Friday, October 9, 2026, pressure is mounting over the possible punishment facing Manchester City after an independent commission found that the club had breached almost all the financial regulations investigated.

The case concerns alleged financial irregularities between 2009 and 2018, including sponsorship deals that reportedly boosted the club’s revenue by nearly £900 million. However, Manchester City have denied the allegations and are appealing the commission’s findings.

Possible sanctions include substantial fines, points deductions or even expulsion from the Premier League. However, no final decision has been announced by the relevant authorities.

According to The Athletic, an investor involved with several football clubs has proposed a £1 billion settlement fund if City fail to overturn the findings. The plan would see the money distributed among clubs believed to have suffered the greatest financial damage from the alleged breaches.

“Let’s say they should put a billion pounds into a pot,” the investor said.

The proposal aims to compensate affected clubs and potentially avoid prolonged legal disputes between Premier League teams. The investor also believes any punishment should take into account financial penalties, sporting consequences and accountability for the club’s senior officials.

Meanwhile, sports lawyer Dan Chapman has questioned City’s approach to the appeal, warning that the club could face greater difficulties during the sanctions process if it fails to overturn the commission’s conclusions.

Speaking to TEAMtalk, Chapman said the findings were based on evidence gathered during the Premier League’s investigation, rather than relying solely on leaked documents. He also suggested that any punishment should reflect the seven seasons covered by the case, although the final decision remains with the relevant authorities.

Despite the uncertainty surrounding the case, Manchester City manager Enzo Maresca has attempted to keep the focus on football. He expressed confidence in the club’s leadership and insisted that the players remain committed to their performances on the pitch.

“We trust completely the club,” Maresca said.

Manchester City are now preparing to face Liverpool at Anfield on Sunday, while the ongoing financial case continues to attract widespread attention across English football.
