Home Affairs Shutdown Nationwide Threat Set for 23 October

A reported call for a nationwide shutdown of South Africa’s Department of Home Affairs on October 23, 2026, has emerged amid escalating tensions over immigration and the country’s asylum system.

The call, attributed to an individual or group using the name “Phakel’umthakathi”, has not been independently confirmed, and there is currently no evidence establishing whether the organisers have the capacity to mobilise nationwide participation.

The development comes as anti-immigration protests have already disrupted operations at some refugee reception facilities. On October 8, violent demonstrations in parts of Johannesburg and Durban were accompanied by looting and the torching of vehicles and properties, according to Reuters.

The unrest has been linked partly to misinformation surrounding a July Constitutional Court judgment concerning access to the asylum system. The court ruled that certain procedural requirements could not be used to prevent people seeking asylum from accessing the application process.

However, the ruling does not automatically grant refugee status or permanent residence. The Inter-Ministerial Committee on Migration reiterated on October 8 that asylum claims must still undergo the required assessment and that fraudulent, abusive or unfounded applications can be rejected.

The Department of Home Affairs has also warned about a disinformation campaign surrounding the judgment, saying false claims that the ruling legalised foreign nationals or granted them automatic status could inflame tensions.

The reported October 23 shutdown therefore comes at a particularly sensitive moment. If such an action were to proceed, disruption could affect government services including identity documents, passports, birth certificates and immigration applications.

For now, however, the shutdown remains a reported call rather than a confirmed nationwide action, while authorities continue responding to protests and operational pressure at refugee reception centres.
