Fuel Investigations: SAPS to Look into Allegations of R123-a-Litre Diesel Purchases by Officers at Stanfield-Owned Garage
The police in the WESTERN Cape are set to investigate allegations that nearly 3,000 litres of diesel were purchased from a filling station owned by the organized crime duo Ralph Stanfield and his spouse, Nicole Johnson.
According to reports, the South African Police Service (SAPS) made these purchases at the John Ramsay service station located in Bishop Lavis, during periods of loadshedding from September 2022 to March 2023.
AmaBhungane disclosed on Tuesday that the Bishop Lavis Police Training Academy bought regular coastal diesel for R123 per litre, which is significantly higher than the normal price of R24.83, nearly five times the average retail cost.
In a statement to IOL Media, Richard Mamabolo, national spokesperson for the Police and Prisons Civil Rights Union (POPCRU), expressed serious concern regarding the allegations against SAPS.
βWhile these accusations need to undergo thorough validation, they bring to light essential questions about the integrity of SAPS procurement practices, the robustness of internal financial controls, and the extent of due diligence exercised before committing public funds,β Mamabolo remarked.
βIt is especially alarming that the reported deals occurred while SAPS was actively investigating individuals connected to the supplying business.β
βThis apparent inconsistency calls for a comprehensive and independent probe to identify who authorized the purchases, whether established supply chain management protocols were adhered to, and if any SAPS officials knowingly facilitated these questionable procurement practices.β
AmaBhungane further reported that the Nyanga Police Station acquired diesel costing up to R38,131.64, while the Lentegeur Police Station expended R19,764, and the Bishop Lavis Police Academy spent an impressive R130,587.10 on diesel.
It has been reported that the Western Cape SAPS has initiated an inquiry to uncover the facts and ascertain if the situation warrants a criminal investigation.
National police spokesperson Amanda Van Wyk confirmed that SAPS is currently reviewing the issue.
