Meet the University Professor Who Trained Five Current Ministers

Professor Raymond Atuguba has been identified as an influential figure behind the development of several notable Ghanaian professionals and leaders. His tenure as Dean of the University of Ghana School of Law helped establish him as a respected legal scholar, while his work as a mentor has extended his influence far beyond the university.

Prof. Atuguba’s impact is not limited to his years of teaching in higher education. Known for his intellectual depth, commitment to justice and insightful analysis of constitutional and governance issues, he has encouraged generations of students to understand the law as a means of transforming society.

Many individuals who came under his academic or mentoring influence have subsequently risen to prominent positions within Ghana’s public sector. Some now serve as ministers or senior officials in areas including Justice, Education, Finance, and Works and Housing.

While some of these leaders were formally taught by him, others are said to have benefited from his mentorship, policy discussions and academic guidance throughout their professional development.

Prof. Atuguba also brings practical government experience to his academic background. He previously served as Executive Secretary to the late President John Evans Atta Mills, a position that gave him firsthand exposure to how legal principles interact with governance, policy formulation and national decision-making.

His combination of legal scholarship, public-sector experience and mentorship has contributed to his reputation as someone who helps prepare people for leadership.

Accounts from former students and members of the university community suggest that his influence continues to be felt in Ghana’s leadership circles. Rather than seeking the spotlight through active partisan politics, Prof. Atuguba is said to have maintained his impact through teaching, mentorship, research and intellectual guidance.
