Kay Ivey has ordered a mandatory evacuation of non-residents, tourists and visitors in portions of Mobile and Baldwin counties as Hurricane Isaias strengthens and poses a potential threat to the Alabama Gulf Coast.

The supplemental emergency proclamation, issued Thursday, follows Ivey’s declaration Wednesday of a state of emergency in response to the approaching storm, which was then classified as Tropical Storm Isaias.

Under the order, the mandatory evacuation takes effect at 2:30 p.m. CDT Thursday, October 8, and applies to designated coastal areas until the state of emergency expires or the order is modified in writing.

The proclamation defines the covered areas as:

All locations in Baldwin County south of the Gulf Intracoastal Waterway, including Gulf Shores and Orange Beach.

Zone 1 in Mobile County, including all of Dauphin Island and portions of Bayou La Batre.

The order specifically applies to non-residents, tourists and visitors in those areas.

The proclamation cites the Alabama Emergency Management Act of 1955 as the authority for implementing additional emergency measures, including the compelled evacuation of portions of the population from threatened areas.

The governor's order also states that, where provisions of the supplemental proclamation conflict with state law, those provisions of state law are suspended for the duration of the state of emergency and the proclamation will control.

The evacuation directive will remain in effect for the duration of the state of emergency unless it is otherwise modified or terminated.

The proclamation was signed by Ivey on October 8 at the Alabama State Capitol in Montgomery and attested by Secretary of State Wes Allen.

Officials have not indicated in the proclamation when the evacuation order will be lifted.
