Police were called to Bryngs Drive at 11:35 BST on Wednesday over welfare concerns.
Officers attended and found a person who had died. No formal identification has been made but police said they are in contact with a potential next-of-kin.
Det Ch Insp Zed Ali said officers were working to establish "the full facts" relating to the incident, but believe both the suspect and the victim were known to each other.
The man remains in police custody for questioning.
Det Ch Insp Ali, said: "A scene remains in place while officers continue their investigations in relation to this job, if anyone has any concerns, please speak to them, as they are there to provide reassurance and be a friendly face out in the community."
"I would like to reassure the community in Bolton that there is no wider risk to them," he added.
