Ugandan Journalist Steven Ariong’s War on IGG and How a Policeman Xavier Kakooza Became The Powerful Director He is Today
Steven Ariong, a veteran Ugandan journalist has declared war on the Inspectorate of government, the IGG, making it clear they have no moral authority to oppose what minister Balam Barugahara is doing. He says Balaam would have no relevancy if the IGG had done her work well and ensured senior employees are recruited properly.
He claims that Balaam is now trending because he has exposed scandals in local governments and the demigods who the IG investigators were eating with to facilitate cover up. Ariong says there are lots of cobwebs inside the IG whose director ombudsman affairs Mr John Xavier Kakooza Ntensibe has come under sharp spotlight.
The former policeman is these days calling shots deciding who gets arrested and prosecuted or not at the inspectorate. Kakooza has become so powerful and this has prompted some people to look into how he became a big man at the inspectorate.
The job advert he responded to while joining the IG required someone at the level of manager or commissioner, which he wasn’t. He had been working as a security person at Equal opportunities commission from where he applied for job at IG. He was fast-tracked and made director after skipping several ranks in between. This was at the time Beti Kamya was the IGG. She was friends with some of Kakooza’s godfathers in high places.
In the police he started out as police constable during the days of operation wembley. At EOC, some commission members were hostile to him over fit & proper person concerns but they didn’t succeed because Kakooza was in very good terms with the commission chairperson as of that time. Critics felt he became director Ombudsman at the IG at the time when he didn’t have enough experience.
His qualifications started at islamic university in Uganda where he graduated with a degree in public administration. At the same university he did a degree in law and later on a diploma in legal practice at LDC. He also has a masters degree in religious studies, human rights, peace & conflict resolution.
Before the equal opportunities commission, Kakooza also worked as a security officer at American Tower Corporation where he lost his job under controversial circumstances. One time Kakooza also had a fight with a group of Ugandan bloggers led by Din Lubowa Saava.
He didn’t like what they were reporting about him and the matter ended up in court. There are chances Kakooza may one day become a bigger person at the inspectorate, which will put many of his enemies at great risk.
