Dr Mwinyi calls on GCC+ countries to deepen ties in labour mobility to benefit all members
DAR ES SALAAM: ZANZIBAR President and Chairman of the Revolutionary Council, Dr Hussein Ali Mwinyi, has called on African and Gulf Cooperation Council (GCC+) countries to strengthen cooperation on labour mobility to ensure that it is safe, fair, orderly and beneficial to all parties.
President Mwinyi made the call today, October 6, 2026, in Dar es Salaam while representing President Samia Suluhu Hassan at the opening of the Second Doha Conference on Safe Labour Mobility.
He said political commitments should be translated into policies, agreements and implementable programmes that improve the lives of migrant workers, their families and employers, while contributing to the economies of the countries involved.
President Mwinyi also stressed the importance of protecting workers’ rights, improving recruitment systems, strengthening bilateral labour agreements and using reliable data to inform labour mobility policies.
He further said Tanzania would continue strengthening cooperation between Africa and Gulf countries based on the principles of mutual benefit and shared responsibility.

The conference was attended by various leaders and stakeholders, including Qatar’s Minister of Labour, Dr Ali bin Samikh Almarri; Minister of State in the Prime Minister’s Office responsible for Labour, Employment and Relations, Deus Clement Sangu; Zanzibar Minister of Labour, Employment, Youth and Empowerment, Ali Suleiman Ameir Mrembo; and Tanzania’s Ambassador to Qatar, Habibu Awesi Mohamed.
The meeting also brought together representatives of various international institutions and delegates from more than 33 countries, including African countries, GCC+ member states, Jordan and Lebanon.
