Data governance council established as Power Division introduces data governance framework
Rawalpindi – The Ministry of Energy’s Power Division has established a Power Sector Data Governance Council and introduced a sector-wide Data Governance Framework to ensure the quality, verification, exchange and effective use of data for more than 40 million electricity consumers.
The initiative aims to establish common standards and coordinated procedures for managing data across the power sector, supporting more reliable and integrated information for policymaking, planning, regulation, monitoring and investment decisions.

Energy sector reforms expert and technology entrepreneur Talha Khalid said the initiative would help ensure the availability of reliable, timely and integrated information, decision-making in the power sector more effective.
He said harmonising data standards and definitions across institutions would improve information sharing, monitoring and institutional coordination. The framework would establish clear standards and responsibilities for the collection, verification, protection, exchange and use of information.
Khalid said the importance of reliable and integrated data was increasing with the ongoing reforms and modernisation of the power sector.

Quality information plays an important role in policymaking related to power generation, transmission and distribution, consumer services and sectoral planning.
He said digital technologies, including smart meters, artificial intelligence and automated reporting, could make data collection and analysis more effective. Common standards and responsible information sharing could further enhance the benefits of these technologies.
He added that reliable data had become increasingly important as renewable energy, distributed power generation, battery storage, electric vehicles, demand management and competitive electricity markets continued to develop. Uniform standards and stronger coordination among institutions were necessary for the effective development of these areas.

Khalid said the framework treats power-sector data as a common sectoral resource. Continuous improvement in data quality, common definitions, responsible information sharing, protection of sensitive information and development of digital skills would be important for the effective implementation of the system.
He said improved data governance could also support energy and economic planning in areas including tariff reforms, market development, industrial competitiveness, climate targets and investment decisions.
He said a broader data governance framework under the Pakistan Digital Authority could help promote the use of standardised and integrated data across federal and provincial institutions.

He added that the power sector’s data governance initiatives were moving towards practical implementation, while continued development of common data standards and evidence-based decision-making would play an important role in strengthening the process.
