Militant attacks surge to 12-year high in September as conflict toll rises
ISLAMABAD – Pakistan recorded its highest monthly number of militant attacks in 12 years during September 2026, while kidnappings linked to militant incidents reached their highest monthly level in a decade. The monthly death toll among security forces personnel was also the second-highest recorded during the past 12 months and the third-highest in a decade.
According to data compiled by the Pakistan Institute for Conflict and Security Studies (PICSS), an Islamabad-based independent think tank monitoring anti-state violence in Pakistan, 225 militant attacks were recorded across the country in September, compared with 199 in August — an increase of 13 per cent. Militant attacks increased for the third consecutive month. The data showed that the 225 militant attacks recorded during September resulted in 259 deaths and 242 injuries, compared with 158 deaths and 181 injuries in August. Fatalities from militant attacks increased by 64 per cent, while injuries rose by 34 per cent. Overall, militant attacks and security-forces-initiated actions during the month left at least 545 people dead and 261 injured. Those killed included 103 security forces personnel, 15 peace committee members, 81 civilians and 346 militants. Those injured included 118 security forces personnel, four peace committee members, 118 civilians and 21 militants. The monthly death tolls among both security forces personnel and militants were the third-highest recorded in a decade, underscoring the intensity of the ongoing conflict.

A rolling comparison showed that several key indicators reached unusually high levels during September. The 225 militant attacks constituted the highest monthly total recorded in 12 years. The combined death toll of 545 was the second-highest monthly figure recorded during the past 12 months. Security forces suffered 103 fatalities, also the second-highest monthly toll during the past 12 months and the third-highest in a decade. The 72 people kidnapped in militant incidents represented the highest monthly kidnapping figure recorded in the past decade. Meanwhile, the 259 deaths resulting from militant attacks were the second-highest monthly total recorded during the past 12 months, while the 242 injuries caused by militant attacks were also the second-highest monthly figure during the same period.

The data on security-forces-initiated actions during September showed that 280 militants were killed, 13 were injured and eight suspected militants were arrested. During these actions, two security forces personnel and four civilians lost their lives, while three each of the security forces personnel and peace committee members were injured. A further 66 militants were killed during militant-initiated attacks, bringing the overall number of militants killed during the month to 346. The PICSS recorded three suicide attacks during September, including two vehicle-borne suicide attacks. These attacks resulted in 45 deaths and 138 injuries. August had witnessed the same number of suicide attacks, including two vehicle-borne suicide attacks, which caused 20 deaths and 31 injuries. The number of deaths from suicide attacks increased by 125 per cent, while injuries surged by 345 per cent. The September suicide-attack death toll was the second-highest monthly figure recorded during the past 12 months.

As many as 72 people were kidnapped in militant incidents during September, compared with 42 in August, representing an increase of 71 per cent. This was the highest monthly kidnapping total recorded during the past decade. Balochistan remained the most affected region, recording 131 militant attacks in the month, up 47 per cent from 89 in August. Deaths resulting from militant attacks increased from 76 in August to 135 in September, while injuries rose from 47 to 63. The PICSS data on security-forces-initiated actions in the province showed that 171 militants were killed, nine were injured and two suspected militants were arrested. One security forces member and four civilians also lost their lives during these actions. Mainland Khyber Pakhtunkhwa, excluding the merged districts, recorded 58 militant attacks in September, an increase of seven per cent from 54 in August. Deaths resulting from militant attacks more than doubled, rising from 44 in August to 90 in September, while injuries increased sharply from 70 to 165. In the security-forces-initiated actions, 40 militants were killed in the region.

One security forces member also lost his life, and three others were injured during these actions. The merged districts of Khyber Pakhtunkhwa, formerly known as Federally Administered Tribal Areas (FATA), recorded 34 militant attacks in the month, down 35 per cent from 52 in August. Deaths resulting from militant attacks declined marginally from 34 in August to 33 in September, while injuries fell sharply from 59 to 11. In security-forces-initiated actions, 68 militants were killed and four were injured in the region. Sindh recorded one militant attack in September, compared with two in the preceding month. The attack resulted in one death—the same number of fatalities recorded from militant attacks in the province during August.

Gilgit-Baltistan recorded one militant attack in the month, compared with none in August. Punjab witnessed no militant attack during September. Security forces arrested three suspected militants from the province in the month. Similarly, Azad Jammu and Kashmir and Islamabad recorded no militant attack during September.
During the first nine months of 2026, the PICSS recorded 1,232 militant attacks across Pakistan. Militant attacks and security-forces-initiated actions during the period resulted in 3,629 deaths, including 591 security forces personnel, 60 peace committee members, 550 civilians and 2,428 militants. Another 1,882 people were injured during the same period, including 610 security forces personnel, 51 peace committee members, 1,024 civilians and 197 militants. Compared with the corresponding period of 2025, the number of militant attacks during the first nine months of 2026 increased by 52 per cent, while the combined death toll from militant attacks and security-forces-initiated actions increased by 51 per cent.
