The Ghana Air Traffic Safety Electronics Association (GHATSEA) has appealed to President John Dramani Mahama to intervene in what it describes as persistent unfair labour practices by the Ghana Civil Aviation Authority (GCAA).
In an open letter dated September 1, 2026, and addressed to the President, the association accused the Director-General of the GCAA, Rev. Stephen Wilfred Arthur, of allegedly intimidating, coercing and victimising association leaders and members who advocate for improved working conditions.
The association said its members had faced several challenges in their engagements with GCAA management over matters concerning their welfare and working conditions.
According to GHATSEA, the Director-General had demonstrated an unwillingness to negotiate with its leadership in good faith, which it said was contrary to the principles of social dialogue, mutual respect and Ghana’s labour laws.
It further alleged that instead of creating a collaborative environment for resolving industrial concerns, management had taken actions that had created fear and mistrust among members and undermined harmonious labour relations within the authority.
The association said its members have a constitutional and legal right to organise, associate and negotiate for better conditions of service without fear of persecution.
A major concern raised by GHATSEA was the continued interdiction of its President, Engr. David Annan Mensah.
The association said Engr. Mensah had been on interdiction since March 3, 2026, allegedly for threatening industrial action.
It described the interdiction as unjust and disproportionate, arguing that the concerns raised by the association were intended to address what it considered legitimate workplace grievances affecting its members.
GHATSEA also raised concerns about an incident involving National Security personnel who, it alleged, accompanied the GCAA Director-General to the workplace at about 11:30 p.m. to intimidate members who were on duty.
It said it had previously outlined details of the incident in a letter addressed to the President’s Office on February 3, 2026, but had not received a response.
The association also noted that the situation had made meaningful engagement between it and GCAA management increasingly difficult and heightened tensions within the authority.
It further alleged that the situation had created an atmosphere in which staff feared that raising legitimate concerns or exercising their lawful rights could result in disciplinary action.
GHATSEA has, therefore, appealed to President Mahama to intervene, investigate the concerns raised and ensure that the rights of workers are protected in accordance with the Constitution and labour laws of Ghana.
