The Driver and Vehicle Licensing Authority (DVLA) is set to extend its services to five international destinations, making it easier for Ghanaians in the diaspora to access genuine licensing services without relying on middlemen, popularly known as goro boys.
This follows approval from the Minister of Foreign Affairs, Samuel Okudzeto Ablakwa, who signed off the initiative to allow DVLA to operate abroad.
Speaking at a press briefing on Tuesday, January 14, 2026, the Chief Executive Officer of DVLA, Julius Neequaye Kotey, explained that the activities of goro boys often result in fake documentation, leaving many Ghanaians vulnerable.
To curb this, DVLA partnered with the Foreign Affairs Ministry to directly provide licensing services overseas.

“Last year, we proposed that many of our brothers and sisters abroad were falling victim to goro boys, and most of the work they did was fake. We therefore asked the Ministry of Foreign Affairs to allow us to offer licensing services directly in some overseas countries. Yesterday, the Honourable Minister signed off on this project,” Kotey said.
With this expansion, Ghanaians abroad will soon be able to renew licenses, acquire new ones, and access other DVLA services without fear of fraud.
