Plans are underway to\u00a0establish\u00a0a dedicated Remand Centre in\u00a0Bolgatanga\u00a0to address mounting operational and justice delivery challenges confronting the Ghana Prisons Service in the Upper East Region.<\/p>\n

Mr\u00a0Donatus\u00a0Atanga\u00a0Akamugri, the Upper East Regional Minister, announced this during the biennial congress of the\u00a0Bolgatanga,\u00a0Nangodi, Bongo and\u00a0Tongo\u00a0(BONABOTO) Traditional Area, held at\u00a0Damolg-Tindongo\u00a0in the\u00a0Nabdam\u00a0District, which also coincided with BONABOTO\u2019s 25th anniversary celebration.<\/p>\n

Mr Akamugri said the initiative was necessitated by persistent difficulties in transporting remand prisoners from Navrongo to courts in Bolgatanga, the growing congestion at the Navrongo Central Prison, exacerbated by the protracted Bawku security situation, and the absence of any prison facility in Bolgatanga despite its status as a regional capital.<\/p>\n

Apart from the\u00a0Navrongo\u00a0Central Prison and the Bawku Local Prison, which houses only second-degree and misdemeanour offenders, the region, including\u00a0Bolgatanga, does not have any other prison or remand centre.<\/p>\n

Additionally, due to the Bawku conflict, all convicted prisoners and persons on remand are compelled to be housed at the\u00a0Navrongo\u00a0Central Prison, a situation that has led to overcrowding and placed a huge financial and logistical burden on the Government in transporting remand prisoners for court hearings in\u00a0Bolgatanga.<\/p>\n

According to the Regional Minister, these challenges continue to place a heavy logistical and operational burden on the Ghana Prisons Service and contribute to delays in court proceedings, with implications for the rights and welfare of persons on remand.<\/p>\n

\u201cThis initiative is expected to ease the logistical burden on the prison administration, reduce delays in court proceedings, and ultimately enhance the administration of justice for remand prisoners,\u201d the Minister noted.<\/p>\n

He explained that discussions had already\u00a0commenced\u00a0with the Ghana Prisons Service and the Ministry of the Interior to\u00a0facilitate\u00a0the establishment of the Remand Centre, describing the move as a critical step towards strengthening justice delivery in the region.<\/p>\n

As part of the process, Mrs Patience\u00a0Baffoe-Bonnie, the Director-General of the Ghana Prisons Service, he said, paid a courtesy call on him on December 22, 2025, during which a proposed site for the facility was jointly inspected.<\/p>\n

While the inspected site could serve as a temporary location, Mr\u00a0Akamugri\u00a0noted that a larger and more suitable parcel of land within the\u00a0Bolgatanga\u00a0Municipality would\u00a0be required\u00a0to fully implement the project.<\/p>\n

He,\u00a0therefore,\u00a0appealed to BONABOTO to\u00a0leverage\u00a0its influence as a key advocacy and stakeholder body to engage traditional authorities and other stakeholders to help\u00a0identify\u00a0and secure\u00a0appropriate land\u00a0for the facility.<\/p>\n

Mr\u00a0Akamugri\u00a0stressed that the proposed Remand Centre aligns with the Resetting Agenda of President John\u00a0Dramani\u00a0Mahama, which emphasises access to justice, respect for human rights and improved justice delivery, particularly in underserved regions.<\/p>\n

He expressed optimism that with collective support, the Remand Centre would be realised to enhance security, reduce trial\u00a0delays,\u00a0and promote the effective administration of justice in the Upper East Region.<\/p>\n

\u201cThe initiative is fully aligned with the Resetting Agenda of His Excellency John\u00a0Dramani\u00a0Mahama, which prioritises access to justice, respect for human rights and the improvement of justice delivery across the country, particularly in underserved regions,\u201d he added.<\/p>\n

Professor\u00a0Smauel\u00a0Awinkine\u00a0Atintono, National President of BONABOTO reiterated the commitment of the Association to advancing development of the region through advocacy and dialogue.<\/p>\n
