Turn 2026 budget into catalyst for jobs and economic reform

The Country Managing Partner at Deloitte Ghana, Daniel Kwadwo Owusu, has called on the government to transform the 2026 Budget and Economic Policy into a tool for real economic reform and job creation.

Speaking at the firm’s 2025 National Economic Dialogue and Post-Budget Discussions in Accra on November 18, 2025, Owusu emphasised that the positive reception of the budget will only last if the government implements bold structural changes.

He stressed that the real measure of the budget’s success will be whether it delivers jobs and increased productivity.

Owusu added that scrapping the COVID-19 Levy and reducing the VAT rate from 21 to 20 percent signal the government’s intent, but cautioned that Ghana remains far from achieving its broader economic goals.

“We are nowhere where we want to get to and therefore we are not at the destination at all… every destination, you start at one step,” he said while describing the 2026 Budget as an initial step.

He continued, “This is the good step that the government has taken.”

To illustrate the urgency of job creation, Daniel Owusu referenced the recent incident at the El-Wak Stadium, where thousands gathered seeking recruitment into the security services.

He questioned how the country will create employment for the many job seekers and channel their energy into productive work.

“It appears that the government is listening, but this is only a beginning. What matters now is solving the real problem, real output, delivering employment and delivering what the people are looking for,” he stressed.

Daniel Owusu emphasised that business confidence depends on government consistency, transparency and credibility.

“People and businesses respond to government actions. What they want to see is trust,” the Country Managing Partner said.

The 2025 Deloitte Economic Dialogue and Post-Budget Discussions, brought together industry experts to examine the implications of Ghana’s 2026 Budget and outline strategies for navigating the country’s evolving economic landscape.
