Ghana renews calls for stronger public climate financing at COP30 in Brazil

Ghana has renewed its call for stronger public climate finance commitments during the SB Chairs second report back meeting on the consultations regarding Article 9.1 of the Paris Agreement at COP30 in Belem, Brazil.

Issifu Seidu, Minister of State in charge of Climate Change and Sustainability, noted that ten years after the adoption of the Paris Agreement, expectations remain high while climate impacts continue to intensify for communities in Ghana and across the developing world.

He stressed that climate action is not about models or theory but about the lived experiences of vulnerable children and families in areas such as Nalerigu, Gambaga, Wa, Keta and Angloga.

He reaffirmed Ghana’s position that the principles of Common but Differentiated Responsibilities must guide the discussions, especially in scaling up finance for adaptation and ensuring a fair transition supported by strong international cooperation.

The Minister stressed that Article 9.1 places a clear and mandatory obligation on developed countries to provide financial support.

He added that climate finance must be balanced between mitigation and adaptation and should primarily take the form of grants or very concessional resources to avoid adding debt burdens to developing countries.

He also called for greater transparency, urging developed countries to meet their reporting obligations under Article 9.5 by clearly distinguishing between grants and loans in their financial communications.

He emphasised that increased ambition for public climate finance is essential for a successful COP30 outcome.
