Legal representative for SML, Cephas Boyuo
Strategic Mobilisation Ghana Limited (SML) has dismissed allegations suggesting that its founder, Evans Adusei, was used as a proxy for political patronage or illicit enrichment, describing the claims as baseless and unsupported by evidence.
Speaking at a press conference on Friday, November 7, 2025, the company’s legal representative, Cephas Boyuo, strongly pushed back against allegations by the Office of the Special Prosecutor (OSP) regarding its contract with the Ghana Revenue Authority (GRA).
He stated that the company has always operated transparently and in full compliance with national regulations.
“The claim that Mr Evans Adusei, the founder of Strategic Mobilisation Ghana Limited, was a proxy used for political patronage or illicit enrichment lacks factual and evidentiary foundation,” Boyuo said.
He emphasised that the allegations ignore “verifiable documentation and business records” proving that Adusei is an independent and well-established Ghanaian entrepreneur with a strong track record across various sectors.
Boyuo further noted that SML operates under full regulatory visibility, technical validation, and ministerial oversight, adding that the company’s work has been both lawful and nationally beneficial.
“We shall demonstrate that our client and its operations have been lawful, technically sound, and nationally beneficial, and that the claims of impropriety or underperformance are inconsistent with verified evidence from state agencies themselves,” he stated.
SML rebuffs OSP, defends founder as self-made entrepreneur
SML, a wholly Ghanaian-owned company, provides services aimed at improving transparency, accuracy, and accountability in public revenue administration.
The company’s rebuttal comes amid intensified scrutiny of its contracts with the GRA for revenue assurance in the downstream petroleum, upstream petroleum and minerals sectors.
Investigative journalism and KPMG’s audit work have raised questions about procurement procedures and value for money.
In May 2024, the GRA terminated or revised parts of SML’s contract, following a directive from President Nana Addo Dankwa Akufo‑Addo to review the arrangements.
With SML standing firm in its defence, the next phase will likely involve the OSP completing its investigation and determining whether substantive recoveries or legal proceedings will follow.
