Minority Leader, Alexander Afenyo-Markin, has accused the government of breaching parliamentary protocol by failing to submit critical documents on its flagship initiatives for legislative scrutiny and approval.
Addressing a press conference ahead of the third meeting of Parliament on October 22, 2025, Afenyo-Markin said several major government programmes including the 24-hour economy initiative and the Feed Ghana programme have yet to undergo any form of parliamentary oversight despite being scheduled for implementation.
“The 24-hour economy programme, the 1 million codes programme, the agro agri-food economic transformation programme, the programme to export labour as announced by the President, and the national apprenticeship programme, just to mention a few, have not seen parliamentary scrutiny,” he stated.

The Minority Leader emphasised that the executive is constitutionally required to present such programme documents to Parliament before execution, since they depend on funds approved by the legislature.
He warned that the continued disregard for this process undermines transparency and accountability.
“We cannot say that there is oversight when the basic programme documents are not laid before Parliament. It is therefore imperative that the government shows commitment and avails these documents to Parliament for proper oversight to commence,” he stressed.
Afenyo-Markin also cited the April 2025 Feed Ghana initiative, which was expected to modernise agriculture and create jobs, and the September 2025 Big Push infrastructure plan a $10 billion project aimed at improving national connectivity as examples of unfulfilled promises. Despite their fanfare, he said, none of these initiatives has been accompanied by official documentation for parliamentary review.
He further criticised the government’s handling of the 24-hour economy initiative, saying expectations raised in the President’s State of the Nation Address were not reflected in the 2025 budget.

“The finance minister, in presenting the 2025 budget, said nothing about the 24-hour economic programme. the Minority will continue to demand accountability and transparency from the executive,” he stressed.
