There was a moment of seeming embarrassment during a Parliamentary Committee on Local Government and Rural Development sitting when the Kwadaso Municipal Chief Executive (MCE), Eric Assibey, struggled to state the population of his municipality.
The incident occurred on Friday, October 10, 2025, during the committee’s consideration of the 2024 annual audit statement of the Metropolitan, Municipal and District Assemblies (MMDAs) for the middle sector.
The exchange, captured on video and circulating on social media, showed the Ranking Member of the Committee, Francis Asenso-Boakye, quizzing the MCE about the population of the Kwadaso Municipality, a basic indicator required for effective local planning.

“What’s the population of the Kwadaso Municipality?” Asenso-Boakye asked.
Eric Assibey then said initially responded, “We have over 100,000,” but when pressed for clarity, he appeared confused and inconsistent in his answers.
“Oh, sorry… minimum of 250,000,” the MCE replied.
The Ranking Member, visibly unimpressed, interjected, “The way you are responding to this… you see, as a district assembly, you are the planning authority. If you are planning for a group of people and you don’t know their number, it’s like being the head of a family and not knowing how many children you have. How do you do a family budget?”
Asenso-Boakye continued, stressing that every other official who appeared before the committee was able to provide accurate population figures for their respective districts.
“Every single person who came here was able to mention the population size with the exception of you,” he remarked.
The MCE, attempting to explain his confusion, said he had mixed up the municipality’s population with voter register data.
“Yeah, I got confused with my voter’s register.
“I can’t tell you exactly the population size but it’s over 250,000,” he added.
In response, Francis Asenso-Boakye concluded, “So, that is why I’m saying that you don’t know. And it is not the best. You should know.”
