Here are new rules migrants must meet to travel to UK in 2026

Migrants coming to the United Kingdom will need to speak English to an A-level standard under tougher new rules set to take effect from January 8, 2026, according to the UK Government.

The changes will apply to certain graduates and applicants for skilled worker or scale-up visas, which are aimed at individuals employed by fast-growing businesses, according to a report by gov.uk/government/news on October 14, 2025.

The rules are part of broader plans to reduce immigration, as outlined in a government white paper in May 2025.

“This country has always welcomed those who come to this country and contribute. But it is unacceptable for migrants to come here without learning our language, unable to contribute to our national life. If you come to this country, you must learn our language and play your part,” Home Secretary Shabana Mahmood stated.

The report noted that applicants will be tested in person on speaking, listening, reading, and writing at Home Office-approved providers, with results verified during the visa process.

Those applying for skilled worker, scale-up, and high-potential individual visas will need to achieve B2 level, up from the current B1 requirement, which is equivalent to GCSE.

It also noted that to qualify for a skilled worker visa, migrants must work for a government-approved employer and earn at least £41,700 per year, or the “going rate” for their role, whichever is higher.

The scale-up visa targets individuals working for fast-growing UK businesses, while the high-potential individual visa is for graduates from top global universities within the last five years.

The new measures are intended to make the UK’s immigration system “controlled, selective and fair.”

Home Office estimates suggest the new rules could reduce immigration by up to 100,000 people per year.

Net migration fell to 431,000 in 2024, down nearly 50% from the record 906,000 in 2023, the report added.
