Education Minister Haruna Iddrisu has announced that the ministry will submit a joint memorandum to the Cabinet to address the concerns of unpaid teachers.
The memorandum, which will be co-signed by the Education Minister and Finance Minister Cassiel Ato Forson, aims to persuade the Cabinet to take urgent action to resolve the salary arrears issue affecting the Coalition of Unpaid Teachers.
The Coalition of Unpaid Teachers, made up of graduates from Colleges of Education and universities, has repeatedly raised concerns over salary delays, with some members reportedly working for more than a year without pay.
While receiving a petition from the group as part of its protest on Tuesday, September 30, 2025, the Minister for Education, Haruna Iddrisu, expressed empathy with the teachers, describing the non-payment of 13 months’ salary as an unfair labour practice.
He assured the demonstrators that the government is committed to finding a resolution, noting that a joint Cabinet memo would soon be presented to secure approval for payment of the arrears.
“We are heading to Cabinet with a joint Cabinet memo to make a strong case for recruits, just as I stated. Our estimation is for both GES and TVET, about 53,000 teachers.
“The matter which requires an urgent solution concerns 6,700, whose process has started after the Ministry of Finance issued clearance for your recruitment to the Ministry of Education, which elapsed in December 2024.
“We are sure that when we get approval of the Cabinet memo, you will receive deserved compensation, even for the period you are complaining about—you will be compensated for it. We are making a case for you,” Mr. Iddrisu said.
Already, Deputy Finance Minister Thomas Nyarko Ampem has assured the coalition of unpaid teachers that payment of their 13-month salary arrears will be included in the 2026 budget presentation.
This follows the submission of a petition by the group to the Finance Ministry as part of their protest demanding government action on salary arrears.
Receiving the petition on Tuesday, September 30, Deputy Finance Minister Thomas Nyarko Ampem reassured the group that the payment of their salary arrears would be incorporated into the next budget presentation, scheduled to be presented to Parliament next month.
